بقلم : زكرياء بلحرش   من خلال برنامج “نقطة إلى السطر” عبر قناة الأولى، أكد الدكتور عبد الله بوصوف، الأمين العام لمجلس الجالية المغربية بالخارج، على ضرورة التزام اللجنة الوزارية لشؤون المغاربة المقيمين بالخارج وشؤون الهجرة بالتنزيل الفعلي لمقتضيات الخطاب الملكي بتاريخ 20 غشت 2022.   مشيرا في نفس السياق، إلى ضعف الترسانة التشريعية في القيام بتوفير سياسات عمومية واضحة المعالم تستجيب لتطلعات وطموحات الجالية المغربية بالخارج، بالرغم من أن دستور المملكة المغربية لسنة 2011 يتضمن أربعة (04) بنود تهم النهوض بأوضاع الجالية المغربية بالخارج.   وأبرز الدكتور عبد الله بوصوف المساهمة الفعالة التي يقوم بها مغاربة العالم في الدفاع عن قضايا الوطن، خاصة فيما يتعلق بالوحدة الترابية للمملكة المغربية، بحيث أن الجالية المغربية بالخارج تقف في الخطوط الأمامية للدفاع عن مغربية الصحراء من قلب الساحات الدولية.   واعتبارا لأهمية ارتباط مغاربة العالم بوطنهم الأم، جدد الدكتور عبد الله بوصوف، دعوة مجلس الجالية المغربية بالخارج إلى إحداث وكالة ثقافية إيمانا بدور القوى الناعمة في ضمان ارتباط الجالية المغربية بوطنها وبركائزه الأساسية المتمثلة في الهوية والثقافة والدين والقيم.   وبالنظر إلى التطورات التي تعيشها الجالية المغربية بالخارج والتي تتمثل في كونها شابة ومؤنثة في مجموعة من البلدان، ناهيك على أنها معولمة أنتجت نخبا اقتصادية وعلمية ورياضية وطبية، تمكنها من الإسهام في تحقيق التنمية داخل الوطن الأم.   أوضح الدكتور عبد الله بوصوف على الدور التنموي الذي يتميز به مغاربة العالم بكونهم “خزان خبرات وكفاءات”، حيث أشار إلى ضرورة تقديم تسهيلات وليس التحفيزات الجالية المغربية بالخارج، خصوصا أنهم يعربون عن استعدادهم للمشاركة في مختلف الأوراش الملكية، كما سلط الضوء على العديد من الحلول الهادفة إلى إنجاح مشاركة…
